Converter : Fix installation disk-space bug, and do not register the codecs (which doesn't prevent their use)

have the choice over which components to install -- that is de-select the converter if I don't want it. or any other component.

Couldn't get video converter to install on two different W7 64 machines. Also, it wouldn't roll back install when aborting it, and required a reboot to clear.
